I think that you are asking if using a file wiping program will delete your browsing history and cache. If that is not your question, please provide more information. A file wiping program, used correctly, will remove your history and cache. You would need to identify the history and cache directories. This will vary on which browser(s) you are using. If you are really paranoid you could wipe out the entire drive. That will erase your history and cache and EVERYTHING ELSE. You would then have to reinstall your operating system and applications. If your data was not backed up, it will be gone forever. If you are just trying to free up some space, do not use a wipe program.
