When you do the exhaust, it means there's the potential for more exhaust fumes to leave the engine, but to keep the engine 'balanced' you therefore have to increase the amount of air (by an air filter) AND fuel (by a bigger jet in the carb), which will result in a more powerful engine. The sprocket can then be changed to alter the gearing to improve either acceleration or top speed, at the loss of the other.

to answer your question my sons derbi senda r does 55mph with me on it and im 14stone but remember it is unrestricted and if you upgrade to a 70 or 80cc kit it will go even faster

No, when you are 16 your cbt doesn't cover you to go on motorways, if you are 17 and over and you derestrict it then yes, possibly but your best bet is to call the DVLA
all i done to mine was take the ring out of the variator which the peugeot dealer done for a score + VAT (bargain)had 46 mph downhill with wind and does 40+ no worrys on flat road
well the way i done it was buying a Leo vince exhaust that came with new rollers and springs and i got 55 out of it. if you wanted more out of it you would have to do a new bigger carb and an 70cc big bore kit and a sports filter

These are your quickest and fastest accelerating and top speed some will exceed 60mph derestricted. Some have more acceleration where as some have more topend.
To enhance your scooters 50cc engine. Buy a 80cc big boar kit. It costs about £50. Apart from engine upgrades, there is exhaust derestriction or just buy a sports exhaust. Sports ignition coil is also advisable in my opinion.
Have u had a go at derestricting the restricter in the crank case ? All you do is take off the crank case and there should be a flywheel on the left u undo that flywheel and there should be a washer or spacer take that out and refit your flywheel and crank case making sure everything is tight :)
