I'll teach you how to create a 'home' web server. To create a web server, you need a router. Any router would work, just remember that it should support Port Forwarding.

To begin with:

1. You need a web server software on your computer. The most preferable is Apache web server, you can get it here, http://httpd.apache.org. Once downloaded install it and restart your computer. The Apache services should run.
2. Now check your WAN IP. Go to http://www.mywanip.com and note your WAN IP.
3. Now the most important step. You need to forward port 80 or port 8080 (because some ISP's block port 80). To do this go to http://www.portforward.com select your router and search Apache among the software list in your router page. Do accordingly, whatever shown in their tutorial.
4. Now we need to see whether you have messed up correctly. Use mobile WAP or your friend's PC and access your WAN IP. You should see your home page in the htdocs directory of your Apache directory. For this purpose use a laptop. Because it uses less power and during sudden power-cuts, the laptop battery acts a UPS.

Your website address is like an IP address. To make it like a regular URL, you need some service like DNS service provider to make you IP into readable URL. Some free services like http://www.no-ip.com and http://www.dyndns.com might help you.
