Country code +234 is Nigeria, and a number beginning +234 70, with 8 more digits following, is a mobile.
To dial that number from a GSM mobile, enter it beginning with +234 (including the plus sign), and the network will automatically insert the appropriate prefix.
Otherwise, dial your international access prefix (most commonly 00, but many countries use other prefixes) and then the country code 234 and the rest of the number.
Dial 011 63, and then the Philippine number, omitting the trunk prefix 0, and end with a # to tell the phone network there are no more digits coming.
In your question, it looks like you didn't dial all the digits. A UK mobile phone number, as dialed from a US or Canadian landline phone, is of the form 011-44-7AXX-XXXXXX-#, where A=4,5,7,8,9 and X is any digit. Pressing the # key at the end tells the telephone switch not to wait for any more digits. More generally, to dial any UK telephone number from the US, substitute the prefix 011-44 for the trunk prefix 0 of the UK domestic telephone number.

I have a new iPhone 4 from AT&T and it came with the phone number *669 in the Contacts List. I had the phone dial it * 669 and it connected me to some female computer voice offering to allow me to add additional features to my phone. What a fraud... more of a sales quick dial line.
Mobile telephone numbers in Switzerland begin with 076, 077 or 078, plus 7 more digits.Inside Switzerland dial the complete number (10 digits, 07x xxx xxxx)From outside Switzerland dial: + 41 7x xxx xxxx, where '+' is as always your international prefix for wherever you are dialling from.
I'm not sure what you mean, can you use it more than once. But *67 blocks your phone number when you dial out. If you need to call multiple people, you will need to use *67 each time to restrict your number when you dial out. So, I guess you can interpret that to mean yes, you can use it more than once.
Mobile phone numbers in the Republic of Ireland all start with 08. The international dialling code is 353. You would then drop the first zero on the mobile number and add the international access code at the very beginning, like 00 or 1, depending on what country you are dialling from. So to dial a number such as 089 999 9999 you would dial the international access code from your country and then 353 89 999 9999.
Nottingham is in UK telephone area code 0115, which is +44 115 in international format. (You must drop the trunk prefix 0 from a UK domestic number in international format.) The local number is 7 digits. Most local numbers in Nottingham begin with 9, and you may see numbers written as (01159) xxxxxxx, but the correct area code is just 0115, not 01159. Calling on a mobile phone (cell phone), you can enter the number in international format, beginning with +44 115 (including the plus symbol). On a landline phone or fax machine, dial 011 44 115 and then the 7-digit local number, followed by the # key (tells the telephone network not to wait for any more digits).
Mobile company codes in Colombia are three digits, beginning with a 3, followed by a 7-digit subscriber number. Calling from a landline within Colombia, dial 03, followed by the mobile code and subscriber number; for example, 03-3xx-123-4567. Calling on a mobile from anywhere in the world, dial +57 (including the plus symbol) followed by the mobile code and subscriber number. Calling on a landline from outside Colombia, dial your international access prefix (depends on YOUR location), then 57, the mobile code, and subscriber number. For example, if your international access prefix is 00 (the most commonly used prefix), then you would dial 00-57-3xx-123-4567.
It can change with a higher demand for a mobile phone. The phone company has to keep coming up with more number combinations to allow more people to buy sim cards for phones . My first mobile number only had 8 numbers. But my new number has 11 :)
