The passenger air bag is disabled by a weight sensor in the passenger seat. If the weight of the occupant is under a predetermined weight or is unoccupied the passenger air bag is automatically disabled.
You cannot and should not disable the air bag.
Disconnect the negative battery terminal and remove the fuses pertaining to the air-bag(s)
Some vehicles have a switch to disable the passenger air-bag. Others have a system that can detect a suitable (transponder equipped) child-seat in the passenger seat, and deactivate the air-bag while the seat is fitted. Unless the vehicle has such a switch, or is equipped with such a system, it is not normally possible to disable the passenger air bag without also disabling all the air bags and seat-belt pre-tensioners. For this reason it is recommended that child seats be fitted in the rear, or that those with medical reasons that make an air bag "undesirable" are seated in the rear.
There is no key operated switch to disarm the air bag on the passenger side like there is in the F 150 pickup truck. If the wiring is disconnected, the air bag warning light comes on steady, or flashes in the gauge cluster and a series of warning beeps are heard until the air bag system is repaired.

The impact sets off the air bag. Some cars can disable the air bag, some cars will detect when a passenger it sitting on the seat and what they weigh disabling if the weight requirement is not met.
If you think that I am going to tell you how to disable a passenger air bag for free and face a hefty fine, you are crazy. First see a doctor and get him to fill out the medical forms. He will then send them to the Department of Motor vehicles to get permission. Their doctors will decide and send you a reply. Take that to a mechanic in that line of work who will fill out his forms and do it legally.

Unless it has a on/off switch for the air bag, you legally cannot disable it, without acquiring permission from the NHTSA. Put the kids in the back seat.
