There is no reset. If the alarm goes off while driving and you are buckled in, you need to check the wires going to the seat belt buckle.
The airbag computer watches the seat belt buckle switch. Something could be wrong in that circuit.

NOTE: Watch for the Seat Belt Warning Light to turn on while unbuckling and off while re-buckling the seat belt. It may be necessary to retract the seat belt. 4. Turn the ignition switch to the LOCK position. A single chime will sound to signify that you have successfully completed the programming. The Enhanced Warning System (BeltAlert) can be reactivated by repeating this procedure. NOTE: Although the Enhanced Warning System (BeltAlert) has been deactivated, the Seat Belt Warning Light will continue to illuminate while the driver's seat belt remains unbuckled.

Yes, there is a module under the center console. If it is bad the seat belts will not release. hope this helps Shimmy. The seat belts require a power feed from that module to "unlock".
There is no option to disable them, and I strongly suggest you do not do it.
