The simple answer is that you have to obtain the use of a DAF computer reprogramming tool.
This will be difficult as reprogramming the safety and legally required settings will result in huge legal consequences for the repair shop, mechanic, owner and diver.
I use my GPS to confirm that my unit runs the set speed and live with the ridiculously low mandated legal speed.
By the way reprogramming this setting would attract attention very quick and unless you have Diplomatic Immunity (really the only way I can see of staying out of jail if you do this) I recommend you not.
I have the local dealer recalibrate my sistem any time it gets more than 1 KMPH out to prevent trouble
It's an electronically controlled engine, and the speed governor is programmed into the ECM.
Questions pertaining to illegal acts are not permitted to be answered on this website. If you're in a country where the speed of your truck is not dictated by law, you simply take it to a dealership, and have them change the speed settings in the ECM.

It has no governor. Speed is computer controlled.
