I'll assume that you want to temporarily, not permanently, disable the airbag:
Make sure the ignition is "off" and then disconnect the negative battery cable. The airbag system has a backup power supply, so wait five minutes for this system to cycle down before you begin any work on or around the steering wheel or near any of the other airbag components.
If you reconnect the battery cable at any time during your repair work, the system will rearm, so use caution.
When you're done with your work and the battery is hooked up the airbag will be functional again... check the airbag light when you start the engine. It should come on as the system performs a self-check, and then go off. If it stays on there is a fault, and a fault code will be stored. That's the time to have it checked by a shop with the proper diagnostic tools. You don't want to do attempt repairs to the airbag system on your own. If you want to permanently disable the airbag and your '94 Dakota doesn't have the airbag on/off key switch found on newer models you'll have to visit a Dodge dealer. Again, this isn't something you want to attempt on your own. It's just too dangerous if the airbag should deploy while you are hovering over the steering wheel with a screwdriver in your hand..
There is no way to disarm a driver airbag on a 1994 Dodge Ram. Most vehicles will only let a person disarm the passenger airbag.
