the panel has to be pushed up, i made the mistake of pulling mine straight off like the older models and had to glue the tabs back on. there are "hangers on the back of the panel that will break off easy if you just pull the panerl out.
start by taking the door panel off ....
In a 1987 Park Avenue the fuse panel is located under the dash panel where the headlight switch is. There are two finger screws on the left side of the dash by the door, turn these left to release, then pull the panel off. I am not wholly certain, but in the 1992 Park Avenue I have it is located on the left side abouta foot in from the door. There are also other fuses located on the RIGHT side of the dash under the sound insulator.
on the 02 park avenue it's right behind the door panel just forward of the door lock unlock button.
You have to pull the inside door panel off. Once removed, look for the door latch mechanism and pry it with a screwdriver. This will release the door.
Right side of dash...remove the kick panel and the fuse block is up in the dash.

The flasher in a 1994 Park Avenue is located under the dash on the drivers side under the panel. Simply unscrew 3 Philip screws and a wing nut in the corner and it is on a metal brace on the back of the panel. have fun
Behind the right side of glove box, you have to remove kick panel on bottom a dashboard and flip glove box out to view and replace.
on my car its under back seat and under the hood
Need to pull off the door panel to see if you need to replace the motor and or the regulator. look for broken or twisted cables on the regulator.
