The combination, or multi function switch is the switch you use to turn on the blinkers, the windshield wipers, and cruise control. Oh and it's on the steering column, left side.
The cruise is fed by the engine computer. If the engine starts and runs, it is not a blown fuse.
you can pull the two wire connector on the front of the master cylinder. this will dsable the cruise control. there is also a recall (fire hazard) on that connector as well.

The cruise control is fed by the engine computer through the brake light switch. It does not have a separate fuse.If the engine runs and the brake lights work, it is not a fuse.
Possibly for the optional Cruise control.
Remove the cruise control and unplug the pump. Simply disconnect the two plugs and pull the pump out of the fluid resevoir. Connect the hoses to the new pump, plug in the electrical connectors and plug the pump back into the resevoir. Make sure to hook the cruise control back up. All the controls on the steering wheel are ran through the cruise control. By not plugging the cruise back up, you will not have a horn, radio controls, etc... Remove the cruise control and unplug the pump. Simply disconnect the two plugs and pull the pump out of the fluid resevoir. I am not sure what you mean by reconfigured. If the cruise is not working the first things to check are the vacuum supply to the servo and to check the pcm for trouble codes.
There's a diaphragm with a cable in the engine compartment going to the throttle linkage, on the diaphragm there's a connector with wires, disconnect the connector and spray some contact cleaner into the connector and diaphragm. See if that corrects your problem.
