The latch is at the bottom of the steering column.
What do you mean by dismantle? Remove the airbag module?
It's on top of the steering column behind the instrument cluster.
In the 1989 Volvo 740 GL with a Bosch system it is located just above the steering column on the dash.
it is located under the steering wheel column. unscrew the cover under the dash and it should be there. that's where it is on my Volvo s80

There's a red latch on the driver side, beneath the steering column on the left. It looks like a hood pop, or a parachute exit.
On my '93 940T, the flasher projects from the left side of the steering column (between the blinker lever and the steering wheel). You push it in to turn the hazards on, at which point the flasher button blinks red too.
you have to take the starter out of the car and dismantle it.....it's an integral unit
