To dominate the world, one must do these things in order. NOTE: This has never been tested in this order or all of it by one person, it is not fool-proof, of course, I doubt you'll be able to dominate the world and I trust that this is simply for conversational amusement.
1) Start by becoming the leader of a (preferably rich and prosperous, since a poorer country will soon get tired of something that they may see as a tyrannical rule) DO NOT assassinate, usurp, etc., etc., the former leader. This should be attempted only on a country that would prefer a king, emperor, etc., to a republic, almost totally, at least.
2) Then make LITTLE promises to the public at large, offer them rights which were restricted under former rulers, as you gain popularity make bigger promises, but make sure that you can do it, for instance, don't say "I'll conquer New Zealand for you" because New Zealand is a friend of Australia and who knows how many allies!
3) Build your army, your navy, your air force, gradually, not to openly, but be frank with your neighbors, you're building an army.
4) Rise to power! attack, gain dozens of allies, treat people fairly, let them govern themselves how they wish, under YOUR rule!
5) WORLD DOMINATION!!!
