Well...if you're an American like me, it can work but not too easily. Anyways, go to the little wrench on your screen and go to advanced setup. Setup your internet, then try updating your system in the same setting. Now go to the dsi shop and keep trying daily.
It has realeased in the us but it is pretty rocky with my Nintendo DSi
