If you've studied the history of animation, you'll remember that every studio had three artistic groups: one made pencil sketches, the second laid plastic over them and traced them with technical pens, and the third colored in the inked lines. That model was how Adobe envisioned you using Illustrator--you'd scan things into your computer, then draw all over them in Illustrator. That's really the easiest way to deal with this problem--scan, then draw.
