remove the sttering column shroud. put the key in and turn it to the run position. on the botton of the column where the cylinder goes in there is a button that has to be pushed. the cylinder will slide out. if the key will not turn, you will have to drill out the button.
You will have to drill the center out to get it to turn.
Without the key you are going to have to drill it out.
try to drill strate trough it than you should be able to turn it but dont drill to far
With no key you will have to drill out the existing tumbler assembly from the switch in order to unscrew the ignition switch bezel.
To make it easy yes, otherwise you have to drill out the old one.
If you are talking about the ignition cylinder lock, the part where the key goes: Turn the switch to "ON". There is a square pin on the front of the switch (side closest to dash). Push the pin in and pull the cylinder out. Mine was locked so I had to drill it out.
You need to turn the ignition to the on or start position, and then push the retaining pin to remove the cylinder. If you can not turn it, then you can either drill it out, or call a locksmith to come asist you.

Functional cylinder: Turn the key to the RUN position. Insert 1/8" dia. rod into release hole at the bottom of the column shroud, press the pin while pulling the cylinder out. Non-functional: Drill out the tumbler.
remove plastic cover around instrument panel, remove instrument cluster. drill hole over lock cylinder push pin. . put key in access position, push pin down pull cylinder out.
