You'll need to eliminate all of the computer controls, sensors, automatic transmission controls and sensors (which means changing to an older style automatic transmission), convert to a conventional fuel pump (eliminate the high pressure pump in the tank), replace the intake manifold to get rid of the EGR valve, replace the throttle body with a carburetor, replace the distributor changing out the HEI for an after-market that fits an older engine...
And when you're finished you won't get very good fuel economy and the power output will drop.
UNLESS:
you completely go through the engine to raise compression & change out the cam... but then, you'll be buying premium fuel all the time.

The ONLY transmission that came in the 1991 350 Z28 was a four speed Automatic 700R4. IF it has a manual it was added by someone.

check your smog pump and make sure your air tubes are hooked up to the exhaust manifolds. check the cat and muffler. not much to these cars for emissions. or you could mover to New Hampshire where we do not have emissions.
I have a 1991 z28 350 car and installed 5 speed in it. I had a friend stay with me on a gsxr 1000 and we maintained and steady speed by his speedo of 159 mph!! All stock camaro except tranny!!
In the air inlet tube at the front of the engine compartment
`remove drive belt. disconnect primary and secondary ignition coil harness.remove AIR pump mounting bolts and remove the unit.
