The 22r is carburated. The 22re is fuel injected. I believe that is the only difference.
why would you want to? If you live in a state that has emissions requirements you legally cant drive it on the road any more unless it passes an emissions referee's scrutiny.
If it's fuel injected (22RE) it's in the gas tank. If it's carburated (22R) it's on the engine block, top front passenger side.
There are hybrid buses being manufactured and used. They are diesel electric hybrids and although they do not completely eliminate emissions they do lower the emissions produced by such engines.
You can but the vehicle won't pass emissions.

Yes, the 1991 Metro was carburated. Metro's were carburated from 1988 - mid 1992. Some metros had fuel injection but those are rare nowadays.
a 22re is a radiator ignition and a 22r is just the radiator.
