The pictures are not "in" Picasa as such - they are in folders on the hard drive and Picasa monitors and edits them there. Therefore, to send a picture via email, you would use the email program to locate the photo and attach it to the email.
Please note that Picasa does not edit your photos "as you go". Rather it accumulates all the edits for a particular picture and applies them when you Save that picture. This means that if you have not saved the photo after editing, the original (unedited) version will be attached to your email.
