You can't. It is not one of the buildings entered. When you have rescued the 2nd spy, the Grappling Bowtie will let you climb above the garage and reach the Rooftops.

There are two antennas on the rooftops above Balding Avenue (up from the Grease Monkey garage). The first is guarded, so you must continue left to the red building, which has a large TV mast with a friendly spy. From there, you can grapple back to the right to reach the taller building, and enter the Greenhouse through the roof vent. (see related question)
How do you get onto the rooftops on Spy Island?
Once you have rescued the second spy, you receive the Grappling Bowtie, which allows you to reach places that are too far to jump.
