Essential oils in general are produced by steam distillation or hydraulically pressing some part of a plant. For lemons, the rinds are pressed to extract the oils. For rose otto, the flower petals are picked before 8am then distilled with water to extract the oils. You also have chemical extraction methods which can pull out the essential oils, resins, and waxes out of the plants. For blending, many people use a base oil. Sometimes it is a carrier oil i.e. - jojoba, avocado, etc.; sometimes it is another more mild essential oil such as lavender.
All plants photosythesise and so can use the suns energy to make chemicals like oils. Different parts of the plant and be pressed so the oils are released. This depends on which essential oil you are trying to replace. Many essential oils don't have a corresponding extract or are extracts in and of themselves.
