Your first thought might be an attorney. If you dont want to go down that route then contact the Director/Prison Warden. A lawsuit might also be your best bet. Added: If it actually was a "jail" (rather than a prison) it will probably be under the control or operation of the County Sheriff's Office. Being a local politician, writing a letter of complaint to the Sheriff might be a good place to start. As stated in the first answer, if you intend on bringing a suit, contacting an attorney for assistance might be your best bet.
To clarify a correctional officer IS NOT a peace officer. Their job consists of opening and closing gates, nothing more.
