The air filter for a 1999 Plymouth Voyager is found underneath a couple of shrouds on the driver's side, right behind the radiator. There is a rectangular box that is attached to the front of the frame using two bolts. Remove these. There are two hoses attached to this box--one below the box, and the other going to the intake manifold. They have screws that can be loosened to allow you to pull the box off. Now, if you look straight down the first tube, you will see the air filter inside another box. There are two clips on the engine side of the box that keep it closed. Flip them open, rotate the cover sort of counter-clockwise, and you can take the cover off and replace the air filter. Put everything back together in reverse. I did this on our van last month. I've been taking it to an oil-change place for eight years, and it looked like they never touched it--but it is a bit of a hassle.

The starter on a 1999 Voyager is on the front, radiator, side of the engine. It is just above the edge of the engine oil pan and is bolted to transmission.
On my '93 Voyager the jack is located in the engine bay, left hand side near the prop rod.
