No. The engine mount may be in the way depending on the engine.
On the bottom of the engine, towards the front of the car. Not as easy to get to as it was for the 1995 and earlier caravans. I vae chnged a few in the 1998's, not that fun because it is difficult to get to and to get starter out of car.

There are two, one on each side of the catalytic converter in the exhaust pipe.
My 1998 PLYMOUTH GRAND VOYAGER has 2 pumps one for the front and one for the back. They are both located in the bottom of the reservoir.
