It could possibly just be the fuse that powers the horn, open the fuse box, which is on the dash, the driver's side. The fuse will be labeled "HORN" it should be a yellow or orange fuse, with 15 amps...pull the fuse out and check it, hopefully it's nothing more than that, a box of fuses costs only a couple of bucks...
The horn should be located just under the driver side headlight.

The 1994 Pontiac Firebird horn relay switch can be found on the inside of the front quarter panel. The horn relay switch will be on the drivers side quarter panel.

Have your Pontiac dealers parts department print out a picture of the parts location for you. They will do this if you ask them.

I believe the horn is on the front passenger side of the car under the hood by the wheel well. The horn is actually to horns. A high pitch and a low Pitch.
