It's in the fuse box on the driver's side, to the left of the steering column.
But there's more.
You either have to pull out the fuse box, or remove the kick panels underneath the steering column. Have you figured it out yet?
The headlamp relay, and the accessory breaker, is on the back side of the fuse box.

If only one light is on despite new lamp, and the FUSES under the hood on passenger side (15 amp) are not blown; it is the headlight switch. the switch out of should take about 20 minutes, and the switch is about 40 bucks at autozone. just need to take the steering column plastics off and it is two screws, unplug and plug. reverse removal of steering column plastics, all done.
