You can't find a wild Venasaur in-game. You can get one by: 1.- Evolving your starter pokemon Bulbasaur to Ivysaur and then to Venasaur(Assuming you selected Bulbasaur) at level 34. 2.- Trading Pokemon with a Friend who do own a Venasaur or its pre-evolved forms.

no, you have to beat the elite four without any heal from the PC. you can use max potions, full restores, revives, etc. though...

You can't, it's not natural to Pokemon Sapphire. You have to trade Growlithe in from either PokemonFireRed or PokemonLeafGreen after you've completed the Pokemon challenge on both games. *Note: I found a glitch in my Pokemon Sapphire that will allow me to trade with other games (outside the same poke. region) but it totally screwed up my pokedex. It's not supposed to happen so I don't know if I just got lucky. Hope this helps.

Be sure you have beaten the elite four, otherwise it won't work. To actually know where it is, you must first see it. It may take a while, or a short amount of time. It all depends on your luck. After you see, use you pokedex and look it up. If you click to see where it's area is, it could be on any route, or on any of the Sevii Islands.
How do get Suicune on pokemonfirered?
u must first have had charmander as ur starter, then u must have gotten the national dex, AND given the ruby nd sapphire to celio. then u can start to get it, but u must follow this exactly: first go to the patch of grass just north of viridian city, the one near the building that leads into viridian forest. then run around in it until u have found 5 five wild pokemon, or even suicune before it, but after five go into the building, and then out again into the grass. repeat this until u get suicune. it does work because i have gotten entei and raikou from this =]
