Fold the card in half. Cut from the bent side across, a centimetre to half an inch from the edge, stopping about the same distance from the other side. Now cut from that other side a similar distance from the previous cut and stopping early as before. Continue to cut across from alternating sides until you reach the end; the last cut must be from the folded side, not the edges. Now, unfold the card. You should able to expand it into a loop that is quite large. To change the length of the loop, simply alter the distance and/or number of cuts: more cuts with less between them (which makes a thinner band) means a longer loop, and the opposite is also true.

Who knows? I suppose you could look up the dimensions of a penny and calculate an answer based on hexagonal packing. But even if you're lazy I think the easiest way to find out (without cheating) is to actually get a stack of pennies and count how many fit on a card, in other words, do the experiment!
