Temporarily remove the fuse ... most likely the same for the cigar lighter.
The main contact for the horn is in the steering wheel ... it may be shorted out there or anywhere between that point and the physical horn itself. You will need an ohmeter to check the wiring.
Where can I get a replacement for the main contact?
