Remove the grill to access the broken cable. Cut the cable or see if the latch can be pushed manually. Broken cables have to be replaced totally.
There are 2 or 3 screws under the dash and you will have to remove the bottom dash panel if it is still there.
There are several plastic clips under the hood that can be reused, just follow the cable to find them. and there is a rubber grommet on the cable holding it in the firewall, this can be pushed into the car from under the hood and the new one pushed back in with a screwdriver.
Other than that it is easy to remove the old cable from the latch and install the new one. You can get a good cable fairly cheap from a junk yard, just make sure the one you get is not damaged or corroded. Or if you prefer, a new replacement cable can be used.
