Start by trying a good carb cleaner in the gas. If that does not work you will have to take the carb. apart and clean it.

What if your float is not floating? Food for thought... If your float has gone bad then it wil not give enough force to close the Float Valve. Get a new float. If this does not fix it then the float valve you got is defective.
Your float is stuck, a quick fix is tapping on the float bowl with a wrench or the handle of a screwdriver, but you need to tear your carb down and give it a good cleaning.
Remove the float from the Regal. inspect the float for leaks, then check the spring and needle valve as it could be stuck. If all parts are ok then the parts need cleaning as they are sticking.

It doesn't have a carburetor, it is fuel injected. What seems to be the problem?

The carburetor gaskets are the most likely candidate. The carb gaskets in weedwackers act as a fuel pump. When the gaskets get stiff they no longer pump enough gas to feed the engine. The other possibility is a blocked carburetor passage or jet that is starving the engine, but my craftsman weedwacker had the same problem even after I cleaned the carb thoroughly. The gaskets were the fix. You can either have your carb serviced at a local lawn shop or if your good with small parts you can buy the kit and DIY.

Carburators will flood only when the needle/seat is faulty. When the bowl is full, the float is supposed to rise and shut off the fuel. If that's not happening fix the carburator.
