ANY frayed seat belt MUST be replaced. Fraying, cuts, or any other damage can and DOES make a seat belt fail. Think about this for a moment. $30 or so, OR your life..
Pull off the panal that houses the belt and check for twisting or binding.
What's wrong with it? If it doesn't retract, then the retractors need to be replaced. But if it is cut or frayed, the belt needs to be replaced. If it doesn't latch, then part of the latch mechanism needs to be replaced or repaired.
You really shouldn't try to fix anything that could be wrong with a seat belt. It even says that in your owners manual. It's a seat belt, it is designed to protect you. If there is ever anything wrong with it, you should take it to a certified repair man.
Take it to a Honda Dealer, they will fix it...no charge! Seat belts are mandatory safety items no sense in doing something if the dealer will do it for free.
