I have a 93 Ford Escort wagon with owner's manual. The manual states there is a reset button that may need to be pressed down if the sensor activated the fuel cut off. In my wagon, and it may be different for your style escort, the cut off reset button is located in a small panel (that has a cover) over the passenger side rear tire. You might see if you can locate that reset button in YOUR escort. I should tell you, also, that my fuel cut off reset button was NOT activated even though my dashboard light (fuel shut-off) was on. I couldn't drive the vehicle while the dash light was on so I had it towed to my mechanic who found out the problem had nothing to do with the fuel shut off -- it was a bad timing belt. Once the belt was replaced, the dashboard light went off and I was on the road again. Go figure.....

A 1989 Ford Escort would not be getting fuel if the fuel pump has failed or the filter is clogged. A local mechanic or dealership can diagnose and repair the problem.
Disconnect battery then remove the rear seat there should be a acess panel there to get to fuel pump.
Look in the trunk area on the passenger side. It has a little panel to allow access to the fuel cutoff.
In the fuel line. Trace it from the engine to the tank. LOCATED IN THE ENGINE COMPARTMENT ON THE LOWER LEFT SIDE.
