I was told for a 1997 MitEclips you need to replace the driver's side air bag - which has the contacts for the horn. Ed F
Horns generally can not be repaired but replaced. On a 2001 Mitsubishi Eclipse the horn is located inside the front bumper. To replace it disconnect the mounting bolts and remove it. Replace with a new horn.

Mitsubishi eclipse is famous because of failing transmission. If I were you I would start with checking transmission fluid level. But most likely you will have to change transmission or fix one you have.

Most likely you will have to change transmission... Or you can hire a mechanic to fix it for you but it will cost somewhere in between $1-3K.
Rebuilt alternators run in the neighborhood of $150.00 to $200.00. And the labor to put it on is about $50.00.
try replacing all sets of fuses for the hazard and the tail lights.
if you do it yourself and buy the parts at napa auto parts it will be about 400 bucks
