The TCC *solenoid* for my 1985 (very similar, probably the same) is inside a cover plate on the side of the transmission (AT125?). There are 12 or 16 bolts that hold the plate on, and the TCC solenoid is inside there. Not hard to do, just hard to get to without a lift.
*In most cases*, this is caused by a sticking Torque Converter Clutch Solenoid, also called a TCC solenoid.

Not sure what a TCC (Torque Converter Clutch) sensor is. There is however a TCC relay and a TCC solenoid. The TCC relay is found in the relay/fuse center and the TCC solenoid is located inside the transmission.

Perhaps the driver of this 1990 Tracker is referring to the speed in which the torque converter cluch (TCC) blocks up. My 1991 Tracker's TCC is designed to lock-up at 40MPH. This is accomplished by the governor pressure (which is determined by road speed). The TCC relay is under the hood and it sends the signal to the governor pressure switch. When the governor switch closes it energizes the lock-up solenoid valve,which pressurizes the TCC mechanism causing lock-up, which could be mistaken for another shift by some.
