A broken connecting rod usually calls for replacing the "short block" at the minimum. The motor most likely has damage to the crank and block. Either replace the bottom end or another motor. There is a possibility that it could be overhauled but I dont think its likely

The cheapest way to go is to find a good used engine to put in it. By the time you fix your engine correctly you will have 2 or 3 grand in it.
i would say yes it is very possible for this to happen, the added strain put on the engine could of put alot of stress on the rod bearings and which shortened the life of the bearing or it could of even weakend the rod depending on the effort you put it through to push the car.
There are two types of tie rods on a 2000 Dodge neon. The outer-tie rod connect to the inner-tie rods which mount to the steering rack. The outer units are threaded on to the inner- tie rods. Remove them by spinning it counter clockwise. Take a special tie rod socket to remove the inner-tie rod. Replace the units.
