Check the switch
Blinkers can work without brake lights. Brake lights are activated by a switch that is switched by the brake petal and the turn signals are acivated by your turn signal switch on your steering column. The two are two separate circuits. I suggest you check out the switch on your brake pedal to see if it is working properly. It must have 12 volts applied to one side when it is not acitvated and 12 volts should be on both sides when it is activated. When the 12 volts is on both sides of the brake switch, it should apply 12 volts to your brake lights and then they should come on.
The brake lights are accessed through the rear hatch. Find the panel on the rear sides of the car. Pop out the panel and access the brake lights. Replace the bulbs.
Brake bulbs. You might need to replace them. It just happened to mine and it was tricky to do it. To take the brake lights you need to pull them from the sides, there is a small piece that would come out easily and then you can just take the screws out.
Open the back of your Rav4, on both sides of the back from the inside, there will be a plastic cover over where the brake light would be, gently take that off and you can see the brake lights from there. Just twist the harness that the bulb is in and the bulb should just pop out. Good luck.
There are two elements in some bulbs. One element is for the tun flash, the other is for the brake or taillight. I also failed to mention that they are single element bulbs. It's 1 bulb, single element. It controls both the brake light and the turn signal. The turn signals work fine on both sides but no brake lights when I apply the brake.
Take off the brake calipers, but let the brake line be mounted. Attach the caliper to a string so that it does not hang by the brake hose. Take out the old brake pads. Compress the pistons together. You may need a special Saab tool for this. Apply some copper paste or similar grease to the sides of the caliper and mount the new brake pads. Check that everything runs smoothly before mounting everything back together.
On mine, only the lights on the far sides. I think everything in the center on the 97 is just reflectors. The 95-97's all look the same. But I think the 97 is the year that they do not have actual lights. ON the earlier models they do have actual lights.
In general electric lights are not polarized.

It could be a couple of things. On some vehicles, if one of the bulbs burn out in the taillight or turn signal circuit, both will stop working, but only on that side of the car. Some cars also have the brake lights wired through the hazard flasher, which if malfunctioning, can cause problems for both circuits, on both sides of the car.
I had this same problem with my 1994 Town Car. After closely looking (the third time) at all the lamps I finally found one that wasn't working. I found it by turning on the hazards. The tail lights have two bulbs, top and bottom. It isn't obvious that one is out when you just turn the blinker on and look, but if you turn on the hazard flashers you can compare left and right to make sure that both sides are balanced. If that doesn't do it, it could still be the flasher relay module, other bulbs, or the switch on the column. But be sure to check ALL the bulbs first. The Town Car has about 4 bulbs on each side which flash with the blinker.
If both sides (right and left) don't blink on and off, the blinker "can" may be the culprit.
