signal & wiper switch/relay in steering colum getting pinched. Make Adjustment to steering wheel up or down.
Check the fuse for the wipers and replace the turn signal bulb.

A 2005 doesn't have a central timer module. The wipers are controlled by the cluster and the front control module. 1994-2002 did have a centrel timer that did control wipers.

Could be for many different reasons. Maybe the sensor for the normal position is defective. The wipers might need a position adjustment, usually can be done by a flat head screw driver.
It is possible that the wiper pulse board is defective.
I would suspect the wiper switch is defective. Replace it. Salvage yard is a good source for this part. In the interim, pull the fuse to stop the wipers when they are in the down position.
