it was a common problem with the J30 engines, the repair procedure is simple, they remove the intake manifold and simply use a drill too remove the carbon build up and give it a good cleaning they also install a small tube to help it from building up carbon as fast.
Carbon is clogging the egr port.
An EGR valve can be cleaned. Remove the EGR valve, then flush it with carburetor cleaner. Allow the unit to dry then reinstall.

yes
The EGR valve for a Honda EX 1991 is at the top of the engine. It is at the front, just to the left of center.

Yes, it is possible to clean one throughly and not have to replace it. Give it a try, as you have nothing to loose.
it may be your egr flow that's connected to your egr valve. my car has that problem right now! its a Honda 98 accord v6.
Right ontop of the starer. you can remove and clean but you probably are going to have to remove intake manifold and clean all the carbon. check engine on my 2000 Honda accord v6 came on. codes read not enough air flow, change egr valve. removed and it really wasnt dirty. Honda tech adviced to clean intake manifold. problem fixed.
So, ... what is your question?
Possibly a plugged EGR valve. and your all noobs.
