More than likely you need a fuel level sensor. You can buy it at the dealership or maybe your local parts store. The sensor is in the gas tank, so you will have to drop the gas tank and change it out.
It usually means that there is something wrong with the fuel gauge itself. It's like when the speedometer is out, just get i checked by the car manufacturer

If the fuel gauge is stuck, the needle never moves, then the gauge has a problem and needs to be replaced.
I have a 94 le sabre. On the drivers side bottom of radiator facing front is a little plastic white plug. It takes a 1/4 inch square driver to open. only moves a turn at the most. Then sorta pulls out, becarefull not to strip it.
