Usually cant fix a heater coil. It is replaced as a unit and usually requires large amounts of the dash to come out. Very time consuming. That is why it usaully costs so much.

your problem could be a broken blend door, if so, there is an easy fix kit called the "Heater Treater" that is available on eBay and at heatertreater.net. This fix is all-inclusive, easy to install, and only takes about 45 minutes. It cover Ford Rangers and Explorers from 96'-04' If the heater core is leaking, replace it. If it is clogged, you can try flushing the entire cooling system including the heater core. Flush the system with the heat set to hot.

2003 was a changeover year for Ford, so it's not clear if the system you are comparing to is the old or new. There are two different plenum boxes used by Ford on the Explorer in the year ranges you are questioning. Most likely both the 03 and 04 have the newer style box. Both the old and new designs have problems. Check the engineering report on the later model Explorer's on heatertreater.net. There are pictures of both systems that will help you identify which one you have and information on the fail modes and fix.
