Sounds like two different problems. As for the tail lights it could be either a fuse of a defective headlight switch. The shifter would be a problem with you shift interlock device. There is a way to disable the shift interlock but I wouldn't recommend it.
Check to see if brake lights are working shift interlock is wired to this circuit If they are not check fuses As a immediate fix turn key to 1st position (Unlock) shift to neuttral to start car and then you should be able to shift to reverse or drive
