Find the fuel gauge and remove the fasteners that hold in place the instrument cluster panel. Ensure all the wires are disconnected and find the unit that sends the fuel. Identify a black ground wire and disconnect it to replace it with a new one.

According to my Chilton repair manual , fuse # 16 is a 15 amp fuse for the fuel gauge on a 1994 Ford Ranger
The external fuel pump of an 1988 ford ranger 4*4 xlt is located inside the fuel tank or gas tank.
Either change fuel filter or fuel pump...
on my 1988 ford ranger (2.3L, 5sp), the fuel filter is behind the driver's front wheel on the inner side of the frame. it's kind of easy to find by following the fuel lines from the tank.
FIRST YOU MUST DETERMINE IF IT'S THE FUEL GAUGE ON INSTRUNENT PANEL OR THE FLOAT IN THE THE GAS TANK.YOU CAN CHECK THE INSTRUMENT PANEL GAUGE BY TAKING A JUMPER WIRE TO GROUND WITH THE IGNITION ON.TO CHECK THE FLOAT YOU'LL HAVE TO DROP GAS TANK
The fuel gauge could be getting improper signals from the fuel sensor. The sensor is located inside of the fuel tank.
It could be the fuse, but mine is because the floater that measures for the gauge is stuck.
relay is giving power to other relay pump not working
On a 1988 Ford F-150 : ( I BELIEVE the front tank holds 19 U.S. gallons )
If fuel injected - in the fuel tank If not in the front lower section of engine - follow fuel line
I think it has to do with the fuel pump. it happen to me one time
