Regals and Chevrolet's alike around the 2000 model year commonly share this problem. The following solution is only what I have found to be the easiest fix, I'm not saying its the best.
The fuel level sensor inside the tank has two little finger like copper strips on it that contact a resistor trail within the pump. Over time these fingers lose their tension on the strip. My fix was to simply put an extra bend about half way up these fingers to improve their tension on the strip and thereby fixing the 'floating' fuel gauge. Hope this helps. Good luck!
You can prime the oil pump on an 85 Buick Regal by removing the distributor and inserting a priming rod onto the oil pump shaft. It can then be turned by hand or with a drill to distribute oil throughout the engine.

To install a sun visor on the driver's side of a 2000 Buick Grand Sport pry the plastic cover off with a flat head screwdriver. Place new visor and put the screws back in by hand.

standing on the passenger side of car with hood open. place right hand on the alternator and take left hand and drop it down pass the two hoses that are there and the cap to the resevouir is under the two hoses. very hard to see. will need a funnel to fill care it does not take a lot.

The fuse box is probably in the glove box or near the drivers door close to the hand brake. If you look for the turn signal reley, it is located behind the panel at the passengers feet, witch is easy to remove.
