First check the fuse for the horn. If that is good, then apply 12 volts directly to the horn. If it works, then you know the horn is good. Look at all the connections and make sure the horn is grounded good and the mounting bracket is tight. If all this checks out, it may be the horn switch itself. As this car has an air bag mounted inside the steering wheel, and it must be removed to gain access to the horn switch, I recommend you do not attempt to go any farther. Take it to a professional, as working on the SRS can be very dangerous, and is not a job for an amateur.

Yeah, it will fit. But the 1991 civic sohc 1.5 transmission is cable and the 1992-1995 transmission is hydraulic. So yeah it will fit no it will not work with out doing other work. Also The speed sensor is cable in the 1991 and the 1992-1995 is electronic,.....so more work.

Yes. Be sure though that the transmission isn't from a Honda Civic made in Japan if your Civic is made in the USA or Canada. This is a tip I got from a salvage business.
