Remove the recoil then if the spring is not broken you tighten the spring (you are looking at the inside of the recoil you turn it clock wise until it is tight) line the wholes for the rope up then clamp so it won't move take a wire and hook the roap threw tie the not in the end of the make sure you have enough roap. Then put handle on the roap tie the not in the roap to hold the handle. Then unclamp the recoil and if all was done right it should work then reinstall. Hope this helps.
Start by trying a good carb cleaner in the gas. If that does not work you will have to take the carb. apart and clean it. Hope this helps.
I had this same problem and when I pulled the belt out as far as it would go and looked around in the recoil I found a quarter stuck in there. Pulled the quarter out with needle-nosed pliers and it works fine now. Looking at where the recoil is positioned it would be fairly easy for something to fall down in there.
try finding out whats wrong with it 1st
use the recoil rope you know, other than that buy a repair manual for that machine. knowledge is cheap when compared to ignorance.
