it's called stop holding down the flusher.
think the drain may be slightly blocked. Your best bet is to call a plumber now to fix it. If you leave it too long you may have toilet water coming up in other areas in your house. You can try to fix it yourself but most of the chemical treatments don't do a lot.
Run a new cold supply line from the source. This will drain less pressure from the the cold shower line.
Someone installed the plumbing wrong. Instead of the water going down into the main lead, it's taking the other toilets route and flooding over, an easy fix unless you have to tear up the floor.
What you probably need to do is snake out the vents. You probably have debris in them.1- you may have a slight blockage2- Poor venting and water Jetting will scour the piping rather then rodding
Probably leaky drain pipe form toilet which passes through that room. Work out which corner of that room is below the toilet, you will probably see a swelling in the wall where the drain pipe is hidden. Call a plumber and get him to fix it.

I would suspect you may have a leak in the toilet. You will need to remove and replace it. Of course water will evaporate over time if the toilet is not used occasionally. or The flapper inside the back of the toilet holding tank may not be sealing correctly. Sometimes just adjusting the flapper may work (it may be caught on the chain)...other times a new flapper will have to be purchased (a very common item at any hardware store) and installed. The part should be around $5.00.

When Installing The Toilet Back, Get A Straw Cut It In Half. Put One Over Each Of The Bolts Then Guide The Straws Into The Holes For The Bolts. This Works Great And Saves Time And Trouble Getting It Back On. Where the toilet meets the floor, there is a wax (or similar material) ring which creates a seal. If this is leaking, you will want to replace it. Turn the water off. Flush twice to empty the tank. Disconnect the water line from the toilet. (Have some towels handy!) Unbolt the toilet at the base. Carefully remove the toilet from the floor. Remove the old wax seal and replace it with new, available from any hardware store. Replace the toilet, water line, bolts etc. Turn the water on and give her a test flush. You should be all set!
It's something wrong with the pipes! One pipe is on too tight so it whistles when flushing. Here is THE answer!!! I did it to my own toilet. A plumber came over to fix our stuck toilet... The first thing he did was turn off the water supply valve at the back of the toilet. Then he unstuck our toilet. When he left, he turned the water supply valve back on, but he turned it up to high. the water pushes the air up through the pipe and the pressurized air comes out the top little slits on the stopper thingamagigie. To put in words you can understand, it's like blowing a flute. The Fast fix is to do this... Turn the water valve one way and then another. You will know when the water flows faster because the whistling will still be there. What you want to do is SLOWLY turn the water valve to the off position UNTIL the whistling stops and then a little more. You now have water coming in, but not at a speed to pressurize the air and make the whistling sound!
