Loosen the lower interior panel below the seat belt entry point (not the panel with the handle--the one below it) by gently pulling aside the rubber gasket near the door openings and simply pulling the panel with short tugs to loosen it.
Once the panel is loose, you can access the seatbelt inside the panel and pull it back and forth to loosen the jam.
