It would be rare for the heater core to be plugged on an 03. As far as flushing, Prestone makes a good DIY kit that you can find at WallMart for a reasonable price. The other option is to find one of the oil change places. They generally do radiator flushes as a service.

It's likely that you are seeing the typical problems with broken plastic doors that control the air flow and temperature of the output.
