For any disk OTHER THAN THE ONE YOU BOOT FROM, simply open a command prompt and type:
format d: (where "d" is the designator of the disk that you want to format)
OR
open windows explorer, select "my computer" then right click on the drive you want to format (again, it can't be the disk you boot from"
If you want to format your C drive you'll need to boot from some other medium, such as the installation disk or a floppy.

This usually occurs after formatting or putting a new hard drive into a system and needs to be fidisked. To do this get to a dos prompt usuing a bootable floppy, type in fdisk and partition the hard drive using the on screen options (create new partition)(fat32 for windows 95/98/me ntfs for nt/xp/2000)
The standard audio CD format hasn't changed in over twenty years. They should be playable out of the box on any computer with a CD drive.
Any external hard drive that presents itself as a standard USB Mass Storage device should work in Windows ME. This is about 95% of the drives on the market. Note that large hard drives may perform very slowly with the FAT32 file system, and Windows ME does not support NTFS.
The floppy disk has nothing to do with the operating system on the hard drive. You can use a floppy disk created in Windows XP to boot a computer that has Windows 2000, Windows 98, Windows 95, Windows 3.1, Windows Vista, Windows 7, Linux, Solaris, FreeBSD, etc...
To install Windows 95 from MS-DOS, run an F disk before formatting the hard disk. Then add a switch /S so that the partition will be bootable.
