I recently had the same problem with a friends 01 Town and Country and it was the drivers side power window motor at fault. A Mopar mechanic friend of mine strongly recommended purchasing the power window regulator assembly with motor attached. If you separate the motor from the assembly, reinstallation is nearly impossible. The complete window regulator with motor assembly was just under $140. Installation took about an hour. Also, the dealership had the assembly in stock which tells me they sell many of them.

Possible causes include failed switch, motor, regulator, broken wire, blown fuse,
the easy way is to remove the door panel and cut the regulator cables on both sides of the motor then raise the window and wedge a stick under the window to hold it up
The wiper motor is under the plastic cowl, at the base of the windshield.
To fix a rear power window on a 1999 Saab, the door panel will have to be removed to gain access to the power window motor. If the window is not working properly, it is either the motor or the cable.

There is a access door under the dash right below the glove box, remove this cover(5 or 6 screws), you can then see the motor, there are 3 screws that hold the motor in place remove these screws and pull the motor out.Unplug the power cord as well.
